| KPN Selects Huawei as Key UMTS Supplier |

(Amsterdam, The Netherlands - 28, February 2006) KPN Mobile The Netherlands ("KPN") announced today that it has signed a Memorandum of Understanding ("MoU") with Huawei Technologies Co., Ltd. ("Huawei") in which Huawei will be the provider of KPN's UMTS core network equipment. According to the agreement, Huawei and KPN will work together to build a complete nationwide 3G/2G Circuit Switch/Packet Switch core network.
A unified 3G/2G core network simplifies KPN's mobile network structure while reducing operation and maintenance costs for its mobile network. Huawei's high-capacity mobile softswitch equipment can reduce network transmission costs, enabling fast deployment of new applications, and its powerful SGSN/GGSN equipment is well-suited for HSDPA's service traffic. As a global leader in mobile softswitch, Huawei's mobile softswitch ranks #1 worldwide in port shipments with 50 million users and its packet switch core network ranks #2 worldwide in port shipments with 40 million users.
KPN is the largest full-service operator in the Netherlands, with around 30,000 employees and an operating revenue of approximately 12 billion euro. In October of last year, KPN also acquired Telfort, the first company in Europe to recognize Huawei's extensive knowledge and advantages in this area. In addition to providing fixed and mobile services to the Netherlands, KPN also provides mobile services in Belgium and Germany. KPN is a leading operator in the European telecommunications industry ranking #7 in total revenue, and has been named one of the world's top ten telecom operators worthwhile for investment.
